Why is it that when one orders a large fries at (insert Fast Food chain here) they barely fill it, but when you order a small fries it is packed beyond capacity?

Nice observation! They probably fill up the small because they want to appear generous :) but when they barely fill up a large one you are alomst getting the same quantity of the extra filled small bag! always go with the small :)
