In doubles, if the other team is serving, is it legal for the person not serving to charge the net as the other person is getting ready to serve or is serving?

    Yes it is most certainly legal! The net player on the same side as the person serving can move however s/he wants. From a strategic perspective it can confuse the opposing team in terms of knowing whether s/he is going to aggressively get balls that are hit from the opponents baseline or to remain covering the alley.
