  • Laws differ state to state. All states set a limit on how long you may reside in that state and operate a vehicle on a different state's license. Eventually you have to change. However, if you are not currently operating a vehicle and do not need the operator's license then allowing your current license to lapse would not be a violation of the law.

  • Yes, you will always need at least a current identification. In California, you can get an ID card from the Department of Motor Vehicles, but just to have in case you might have need, I would suggest you go ahead and get a new drivers license as well.
  • if you want to drive and live in a different state you will eventually need to get that state's license. if you are just passing through, then you can keep your license. but if it looks like you are living someplace and driving, you need to get plates and license. you could get fined for not changing over. whether or not that law is enforced is something else. if you just move to another state and dont want to drive, you can keep your previous state driver's license. in california you can get a state id card that looks like a driver's license but isnt.
