If someone is giving a guy oral, but he doesn't cum in their mouth...but the one giving the oral gets 'pre-cum' in their mouth, can this person still get an STI?

    Yes. But only if he has the disease. You can't catch a disease from a person who doesn't have the disease. But if you have sucked the dick of a man (or a boy) who has one or more venereal diseases, then you are already exposed, and probably infected.
    See your gynecologist right away. Right now. Turn off the computer, grab your purse, and go.
