I have had that exact complaint, and was unable to find a way to get it deleted. Edit: The answer that is, not the complaint!

I can answer from a database perspective, why they do this is another matter altogether. There is surely an "answers" table in the database, and a "questions" table. Each answer has 0 or more correlated questions. Based on the behavior of the system, its likely that there are flags in the Answers and Questions tables which indicate the entries that have been disallowed by the staff. Some of the web pages probably check these flags when loading and send you to a 404 page if the flags are set. So the data is still in the database, but the pages which allow you to view all of the answers and update the ratings are unusable.
