Before answering this you need a good definition of "smarter". Even the IQ test measures only part of human ability. Most tests of "smarts" have some cultural bias, so that they will inevitably make people not of the testers cultural background look smarter. So far as there is any evidence, it appears that people of different races brought up in the same cultural background do equally well. Therefore, in so far as your question can be answered, the answer is "No".
