How about when they get frayed, cracked and fall off, only to leave a bare shoe lace that will eventually ballon into a big cottoney ball. Cats then proceed to chase me down the street (in sheer terror mind you) in obtaining the result of this missing end. What do you call it then?

It's there to stop the material of the shoelace from fraying. It's a plastic heat-bonded binding, without which the shoelaces would rapidly fray and unravel.
