Yes, Most parking lots are considered public property, even if they are considered private property, they are still legally under traffic laws of the city, and are so stated on a sign near the entrance.

Yes, i am here and i appreciate your confidence in me. you are not going to like what i have to say, but here it is: Enforcing traffic laws on private property can be achieved, by the police, for two reasons: 1. there is a written or oral agreement with the mall owners, that the police can have authority to enforce traffic laws on their private property. 2. most police agencies do have authority to issue traffic citations. on private property, for reckless driving. anything can be considered reckless driving, in tennessee. if the violation endangers the life of yourself or others or the property of others, it can be considered reckless driving. also, now, speeding 10 miles over the posted speed limit, is considered reckless driving, in tennessee. The officer is pretty well covered in his issuance of the citation. and, are you familiar with the new "move over" law? See, i knew you would not like my answer. john

John Pennington, do you have any sites that back up your statement. He has asked for this in another legal site, and I have yet to find it (other than an officers forum, where a tennesse officer said he can enforce it, when asked by the private property owner. I don't want to give this man a wrong answer, but I must say, that he is getting the same answer everywhere, so I guess he needs the proof that they can do so. Can you help please?

On private property, the only enforceable stop signs are color red and white and meet the same size and standards as are on public streets. If its any other size or color, its not enforceable by police.
