Is it possible for a family primary doctor to prescribe a drug such as clonazepam (it's a benzodiazepine) or is that only in psychiatrics' hands?

No, if you are comfortable with your primary and h/she thinks you would benifit from an anit-anxiety med or any other drug, he can prescribe it for you..It doesn't always mean you need to talk to someone, your own Dr is fine, if he'll do it:)

A doctor can write a prescription for any drug, even psychotropics.
