Eventually it all comes down to weather or not they want to improve their english or not, it comes down to the individual itself and not just the environment in which they live in. I know where your coming from, i find myself wondering the same thing sometimes of people i know or work with.

the area they live in is dominated by the native laungage that they speak and it is not as necessary

In most cities there are ethnic neighborhoods that provide for all the needs of the people living in them. Their need to speak English to survive is minimal. It continues to be their second language. Their children, if they are attending school, are more proficient at English, even tho they may only speak their first language at home.

If they are surrounded by people to speak their first language and live in a neighborhood where that language is dominant.

Their English does not improve because they primarily speak their first language at home, and perhaps even in public and in business. Note that children of such people, who become accustomed to speaking English in school [hopefully], often have much, much better English skills.
