tell them they have choice. They can take care of it, or you can call the humane society. its not safe or sanitary, especially for the dogs. In most counties you are not allowed to own more than 3 dogs.

I would contact the city hall and make a formal complaint. I would call them once a week until they resolve the problem.

call the animal police people. chances are if they smell that bad they are not being taken care of nearly well enough so it shouldnt be too hard to get the dogs out of their homes and into better ones

... buy a big bottle of concentrated synthetic tiger urine and spray some daily all along your property line ... his dogs will be terrified and will not want to be in the yard ... they will yelp nonstop in fear and scratch on the opposite side of their yard trying to escape from what they feel is a real tiger ... their behaviour will bother their owner even more than the smell bothers you ... then you can negotiate with your neighbor ...

Contact your local Health Dept. County or City, etc. and all the other ideas people are giving you. GREAT.

Call animal control. That is too many dogs to be in pen. THey will make them do something

Call the Humaine society. They are there for cases such as yours where the local officials are either unprepared or to lazy to deal with the situation. They are merciless when it comes to investigating things like that and they work with local and state officials to clean things like that up.

well if somthing smells bad then its going to be bad for you, that why it smells bad. so it must also be bad for the dogs, so i would contact the police or the RSPCA, that is if you live in Britain, if you don't find an equiverlent. but tbh you should contact the police. hops this helps.
