That Psychiatrist is a fake and an imposter. For anyone to attack or assassinate a political leader there HAS to be a reason behind the actions because of the persons position and influence on the country or the world. A Crazy person acting randomly and just making an insane decision to do something like that, would not be able to decifer between an important person or a normal person. Which is why crazy serial killers usually only kill normal everyday random people, and they don't go for political figures,.. unfortunately.
