"Have you ever been arrested" means "all your life," not just "over the past 20 years" or "over the past 10 years." They would find out anyway. It's the job of the HR people to verify the things that applicants say or write. And they're pretty good at it.

No it would not be OK. You have been arrested and have had a felony conviction. They can find this out so you would be much better off being honest about it. How would it look if you lied, they hired you then ran a few more back ground checks to find out you did have a conviction? Not only have you been convicted of a felony, but you were not truthful about it.
