The easiest way would be to use two long strips of duct tape. Trim one of them to be slightly narrower than the other and about four inches shorter, and place it in the middle of the second strip, sticky side facing the sticky side of the other strip. Fold the longer edges of the front strip around the back. At the ends where the longer strip is still exposed, fold it over, but first weave it through a belt buckle you could buy at a craft or fabric store.
Alternately, you could fold strips of duct tape over twice, so that it was 1/3 the width it normally is and no longer has any sticky sides exposed. Then you could basket-weave several of these strips together into a belt shape - and this way you could have a multi-color duct-tape belt as well.
