Where can I find the NPC that sells the legendary/fantastic cooking sets? Some guild members say that you can buy them, but forgot where.

Legendary/fantastic cooking sets are NOT sold by NPCs [so far]. Only a Boss, Lady Tanee, drops this item at 10% chance. You can find the boss in the Ayothaya Dungeon. Normal cooking sets however are available in the Prontera Castle, right from the lady NPC with whom you'll have to do the Cooking Quest with.

You can buy them from the assitant of the NPC Charles where you start your cooking quest. On the basement of the castle in prontera.
