document an abuse by a child and a commission within each jurisdiction in your state. then put together all of the data (keeping anonymity) and send it to all legislators in your state along with a copy of "ideal" legislation from another state and a summary of and reference to your state's legislation that allows abuses to continue. include your own "draft" legislation for your state and ask all legislators to support it. work from the beginning with your representatives (don't all states have a bicameral legislature) so work with 2 folks. send a copy of this whole thing to newspapers and citizens rights groups in your state.
