I would STRONGLY recommend dreamhost.com. They are very nice and decently cheap. When my friend was 12, they walked her completely through setting up her website.
They provide 200 GB of storage and 2000 GB of monthly bandwidth. This leaves PLENTY of room for expansion.

This is not intended to be a plug, but go to Misk.com and look at their offering for what appears to be a really inexpensive way to start.
For $35.00 you get to register a site name, have email forwarding, and set up a web site. They also offer some good advice of what to look for at when looking at inexpensive alternatives.
You can also up a free one through Micros$oft., and if you are willing to put up with some advertising, there many places available for free. Free is good, especially during your development and testing cycle.
You also need to see what volume you expect and how much bandwidth you need? Also, what interactivity do you need; will you use ASP? Do you need a database? etc. Do a Google on ISP or “internet provider” and go from there.
My brother owns EZSiteMove.com, and I think they recommend BlueHost.
I also recommend GoDaddy, especially if you have a lot of domain names and want to save money on the annual renewal fees, which are about $10. (Less if you have many names.)

Don't ever go with 1&1. That would be about the worst decision ever. They have TERRIBLE support and I've heard some extremely bad things about them.
www.bluehost.com is quite good. I've been with them for over two years now and they've been constantly upgrading to better their services and there's been barely any downtime. I believe plans start @ around $6 or $7.

1,5 euro a month for 1 Gb of space and unlimited bandwidth, plus all the e-mail accounts you could ever want (Yourname@yousitesname.whateveryouwant).
Everything it easy to handle on their site, and it's extremely user friendly, plus they also provide guides on how to set-up everything on your site.

It depends on the features you intend to use with your website. For 100MB, which is very small, you can go almost anywhere. Try http://www.110mb.com which offers 5GB, I think, and is free for basic sites.
If you want to pay, http://www.findmyhosting.com recommends several hosts starting at about $4/month. They also have an advanced search - click 'Resources" at top and then" advanced search" on right.
