It is called a painting, because of the paint not the brush. So I would say yes.

If paint is used to make the picture, it's a painting as far as I'm concerned.

Of course. Many paintings have been and are made without brushes. Painters use all kinds of instruments for applying paint to canvas (or paper, wood or whichever support they choose to use).
