Drowning? Okay, well firstly, it's not salt water, it's fresh water mostly, so it's harder to float. Also, there are strong currents, waterfalls sometimes, jagged rocks, maybe dangerous animals, industrial pollution, sewage. To name a few.

Well, I would want to know where the water is coming from, people could be dumping chemicals or it could contain sewage.
