You can, but I would advise editing your answers as opposed to repeat answering a question. The only exception would be if you are doing answerbag from a device that doesn't allow you to comment. That's the only time it would be okay. Example: Most of my AB is done on a cell phone and I am unable to rate, comment, or ask questions. Therefore, if I have a comment on an answer and I don't have immediate access to a computer with internet, I have to do it in a separate answer.

There is nothing in the rules against answering the same question as many times as you want, you can even answer your own question.

It is theoretically possible. Practically, it is a bad practice to do this without a very good reason. If you want to give more than one answer to a question, you can list all those answers in a single AB-answer. And if you want to write a better answer, you can edit your former answer. However, in some rare cases, you could prefer to write two very different, separate answers for a better overview. A reason to do this is to get more points. But this will be interpreted as fishing for points. Another reason to do this is to push the question more than once to the top of the list (for instance your own question). Don't do this too often, it is not very well seen because it favorises that question over other questions. You could end with some downratings. Generally speaking, this behaviour, if used repeatedly, makes a lot of noise and is not very useful for the community.
