Is it really a problem? Yes, that text normally reads "Open this link in a new window" or something to that effect (depending on your browser), but it's perfectly understandable as it is, right? Anyway, it's not something that can be fixed easily. Reinstalling the browser might work--probably will work for browsers other than IE. But IE keeps settings like this in the Windows Registry, where they're a pain to fix, and where uninstall/reinstall operations don't always find them. It's probably not worth the effort to fix this problem.
