    Paint.net is free and has most of Photoshop functionality ala firefox-esq plugins. You could say paint.net is the firefox of photo editing software- Free, open source, and full of extensions. http://www.getpaint.net/ In order for Paint.net to run, you will need to have Microsoft's .net framework installed. http://www.microsoft.com/net/Download.aspx
