I've heard that landlords in trailer parks charge "exit fees" or otherwise make it difficult for a trailer owner to leave, is this true?

Read the lease documents for the plot carefully. As others have mentioned, it probably varies from place to place but you do have the right to know, so either make a written request or look at the contract and determine yourself.

in my state (Ma) it is unlawful for the park operator to charge an "exit fee" Our atty general sets certain guidlines and this is one of them. Every state may differ though so I suggest you check with you state. Hope this is helpful.

Exit fees? I could see where a deposit is put up for any potential damage to park property or for removal/disposal of any stuff you left behind.

In my area, most landlords of trailer parks want the older trailers out and new ones in, so they wouldn't charge an exit fee. They can also charge higher rates to the new trailers that aren't covered by the older rental regulations.
