Yes. The law (in Michigan) states that if at all possible a yellow light should be stopped at. If you are travling at speed an cannot stop in time then it is permissable to go through a yellow light. If you are stopped waiting to turn left, you can go on the yellow ONLY if you are in the intersection. If you are behind the stop line and go on yellow, you can be ticked for running the yellow.

I had a cop stop me once for going through a yellow light. When he asked if I knew why he pulled me over, I told him I didn't know why he had stopped me and he told me I'd gone through a yellow light. I responded that a yellow light means 'caution' and I could clearly see there were no cars coming. He repeated that you're supposed to stop for a yellow light, and I asked when did the law change...? He didn't say a word, and just turned and went back to his car. When he returned he gave me a ticket and told me it was my word against his and to have a nice day, when I looked at the ticket it was for running a red light. I was so pissed.

Well, yellow is more of a 'warning' for drivers that the light is about to turn red. Most of the time you get to the light just as it turns yellow and it's too late to stop, otherwise you'd be stopped in the middle of the intersection. So I believe that yellow lights were meant to be stopped at, yes, but it's there for that 'just in case' so people don't get slammed by other cars if they can't stop in time.
