Living in a place where people speak English and your learning it is the only way to further any kinda communication works pretty well, but it isn't without its ordeals and humiliation. Even to this day I still have problems sometimes. But, it really works.

Learn and practice everyday - talk with your friends in English, watch movies in English without subtitles, join English forums, find English friends who you can write letters or chat in real time with. In other words learn it and use it every chance you get.

My mom moved to the US from Venezuela when she was 23 and knew only a little english. She literally read the dictionary every night. That and being as social as possible helped her learn. That was like 40 years ago, though.

As if you are learning your native language when you where a small child. Start with the sounds of the alphabet, then into basic sentences etc. It will take about 3 months.

Listen to it as much as possible and try to speak it as much as you can.
Do you live in an English speaking country? Or are you planning on attending any classes or anything?
Need a bit more info really before I can offer decent advice.

One of the best ways of studying language is listening to music and identifying lyrics. I would recommend listening to rock music (and definitely not rap) as there one can find very colorful vocabulary. If you study a frase from a song, you won't ever forget it.
