Backgrounds for XP desktops are put in the C:windows folder, by default. If there are no jpegs or BMP's there, there won't be any pics to choose from.

Edit: Look in that folder if you have permissions on your XP user account that allow it. Look for Jpeg or BMP image files. Just hover your mouse over what you think may be an image file. It'll show the file's extension. One of the default XP desktop backgrounds is called "gone fishing". If it's not there, someone has likely wiped out all the image files avaliable to you for desktop wallpaper.
To fix, find the image on your installation cd, copy the images from someone elses PC or put your own images in that folder. They will then be avaliable to you to choose when you right click on the desktop, properties, deskto. Alternately, if you know the location of a image you wish to use, then click "browse and navigate to it. Don't forget to click apply when you're done.
