My husband was ordered by the Department of Social Services to pay child support on his daughter but was not given any custody rights. How can he get visitation rights at a low cost for him?

The Dept of Social Services is responsible for child support enforcement, not visitation rights are any changes to the divorce decree. I would presume that the X has been receiving benefits from social services to the raise the child, whereby they want to recover their loss. As for visitation, go to your local legal aide office. The services are provided off your current income. -
