In the episode where he buys Lisa a pony, he answered a series of questions from Marge with the nonsensical words "Buh" and "Sne", but he didn't say "Meh". I can't think of an episode where he answered multiple questions with "Meh", although I'm sure he's said it over the course of the show. In your example, Mandy's "Meh" means "I don't mind one way or the other"
