I just changed my distributor to a MSD HEI unit in my chevy smallblock. It spits sputters and backfires. What could be the problem?

My husbands 2002 f250 wont start. It spits and sputters just won't turn over. It sounds like it wants to. He changed the batteries, camshaft senor, and the fuel filter. When he drains the filter it sounds like foam coming out. Could it be the fuel pump?
