Depends on how good of a quality cartoon you need and if you need to include sound. If you're just trying to create an animation sequence then you can make a gif image. Those are usually small and short and low quality. Many free programs for that. Just google it. If you're interested in making a good quality cartoon with sound, quality and smooth animation then you should look into making flash animations. The flas editor is costly but if you're smart, you can find a free(pirated) version online. There are also extensive tutorials for that online. If you're not into piracy and need to make a cartoon on the cheap then I suppose you can just use the built in windows movie maker to compose a movie out of scanned drawings and soundeffects made with your mouth. :D Be creative.
