Right clcik on an empty spot in the start menu area and selct properties. Left click "customize", then on the new page that opens (customize start menu), left click on the advanced tab at top. Look down to start menu options and left click on the box beside "favorites menu". When that's marked with an X, left click close tab then left click apply.
Your Fav menu shortcut will now be on your start menu. You've likely lost all your favorites, however, unless you backed them up before you did the reinstall. You'll have to put them back manually.
