I have a very bright blue wall that was painted by the previous owner of my home. the paint job was excellent but the color is just too bright for my taste. Is there a way that I can finish the wall and be able to tone down the color without re priming?

You can probably go darker but not lighter without using primer. I suggest picking your color and then getting some tinted primer to go with your new color. I go to Sherwin Williams and ask them to tint the primer to match, but any paint store can do it for you if you buy the paint there. Atleast you may only need one coat of primer and one coat of finish paint instead of having to do multiple coats.

We had a similar problem recently. We reprimed it with white primer. I think you have to reprime and recoat or you will just make a mess. I read recently, however, that white is not the best color primer to use on dark/bright walls; I think it said gray is best, but I don't recall all the details. Do some research via Google, or consult a paint store; they give free advise.

Due to the brightness of the color, you might have to put two to three coats of the finish color of paint.

IF it's a rental property, write a letter to the landlord or agent and get written permission.

MAYBE you can get something taken off the rent for the paint and materials. MAYBE the landlord or agent already has the paint and materials.
Labor is another matter to be mentioned, discussed and agreed about.
