What is CA law in regards to making a right handed turn on a red light onto a free way on-ramp if there is NO limit line and no other traffic access to the on-ramp from any other lanes or directions of traffic? The lane was made only for turning right.

    Proceed after a complete stop unless the turn came before the signal intersection. Exceptions being if the lane line continued making the lane a continued curve, rather than a turn.
