Among the rest: Connecticut: Most clothing costing < $50 exempt. Items > $50 charged tax on entire price (including the first $50) Massachusetts: Clothing and footwear costing < $175 exempt. Items > %175 charged tax on difference in price > $175 only. Minnesota: No tax on clothing New Jersey: No tax on clothing (save expensive furs) New York: No STATE tax on clothing < $110/item. Local taxes vary. NYC has no local sales tax on clothing. Pennsylvania: No tax on clothing or footwear. Rhode Island: No tax on clothing or footwear. Vermont: No tax on footwear.
