I think the lawyers were smart to require it on every single page, since most users don't bother to read the guidelines and Terms of Service. I do have to wonder who would actually expect accurate answers from a site that is entirely free and open to any and every member of the general public. To my knowledge, the only Question and Answer sites that give accurate information (and they do not guarantee it)are the ones that are sent to experts who have volunteered to give answers, and are vetted.
