Whats all the hype about this ps2 game called '' bully '' or ''canis canem edit '' in europe ?

It's just that in the game you're the new kid and you realize that there are (in classic movie fashion) bully's there (ie the football team) that pretty much rule the school. So you fight back (again, in a classic movie fashion) by doing pranks and such back at them. The "hype" about it is that some people see this as if it were giving the message "if you're being bullyed, the only way to stop it is to become an even bigger bully".
