New taxes are being assessed all the time. It wouldn't surprise me if someone would start charging renters tax, but it hasn't happened yet. In California, there are taxes charged for rentals less than one month, such as temporary condos, but not for residential month to month or lease. Usually the landlord adjusts the rent to cover the taxes and other expenses.
