I had the same problem as you and after countless attempts to make those darn bumps go away, I finally figured it out. What I like to do is take some oil,(olive or almond) baking soda, 2 or 3 apsprins and blend it all together into a paste. The oil hydrates, the baking soda exfoliates and the aspirin belive it or not reduces inflammation and redness of the bumps. Rub the mixture gently onto your legs with exfoliating gloves(you can buy them for $1 at the dollar store)and rinse it off. After a bath, I always moisturize with baby lotion, it keeps my skin smooth as can be. Hope this helps!

Sounds like build up of cellulite, where adipose tissue (fat cells) is trapping water. Unfortuantely it is hard to provide exercises to localise fat reduction, but increasing muscle tone should elp a lot. Try squats (with weights if you want) and lunges.
