Because Microsoft is ass-backwards.
Like with most electronics, a power switch is used both for turning an appliance on and off.
Take a dishwasher or a vacuum cleaner for example.
It used to be "ON - OFF " bottom.
Its always been with pc users even the huge 2 room computers had an off switch which also functioned as the on... it really just comes down to saving money and also electrical wiring!!!!!!!
