    no. you would have to be, quite literally, flayed alive and get skin grafts from a person with lighter skin. your skin would be pieced-togther onto your body.
    good luck finding a surgeon willing to do that.

    No, but you can do that through expensive oral pills that are available, it is a side affect of the drug. The Australians are working on a pill to increase, not decrease your pigmentation.
