Can a cop randomley just run my plate even if there is absolutely no reason to and then after im clear down the road can he chase me down and pull me over and say his reason was because i looked at him

  that's called the plain-view rule
  also anything they can smell, feel, hear, without breaking the law (trespassing, etc.)

  and he must have articulable facts to support that belief
  although he doesn't have to articulate the facts until he's in front of a judge
  and saying no (exercising your constitutional rights) is not supposed to be a basis for probable cause

• right, "can" and "must" have a special meaning here
  i.e. if the matter goes to court, and if you make the proper motions at the proper time and if you can prove your version of what happened, the judge will suppress any evidence gained
  (if you know how to do all that, and if the judge follows the law)

• It's called *eyeballing* and many cops consider it an affront to their supposed dignity (which is nonexistent if this is their modus operandi)as you well know.
  
  I firmly believe that since there are police with time to kill and nothing better to do than harass motorists, there are simply too many cops.

• @ JohnO.. I was referring to ALL answers to this question, not simply yours. JP is in fact an officer, notice the phrase "we have computer laptops.." I am not trying to be a hall monitor, just offering support to an ABr who gets more than his fair share of abuse. The comment wasn't intended to offend you, but I will say I don't agree with your statement there are too many cops. One of the nice things about AB is the ability to discuss differences of opinion. Once again, no offense intended.

• None taken, and I'm sure John Pennington (same name as the police chief of New Orleans) has heard every insult, every opinion, and is thick skinned enough hear an opinion on any possible topic and not be offended personally. When I say too many police I refer to the fact that so many of them are routinely inside houses and cars, pockets, backpacks which are property of someone else.

• I have a problem with the overall view that allows such activity. It's called the bill of rights. WE have allowed it to expire at the hands of people with guns and badges who (follow orders) without question, I believe that is a bad turn of events. I for one DO NOT thank all police for doing what they do, and invite them to rethink why they are inside everyone else's business as if nobody will EVER even think about giving them their just payback. Talk about living on the edge!

• Having a badge does not make you a hero. Being heroic makes you one. It's a rare gift from providence and I don't think that harassing people for owning firearms, burning flowers, having possession of cash, or simply eyeballing a police qualifies for heroic commendation. Catch a killer or a rapist and I'll be impressed. Catch a guy trying to break into a house and you'll be a better man than the simple thug who fishes around inside someone else's pocket because he was told he had to do it. There are more ways to look at society than just the one you know, and one last note, nobody is abusing JP, he's a big boy.
