If they are using the entire lane without affording a motorist the opportunity to pass (and there is a shoulder available for them to use), then I write them a ticket if their speed is more than 15 miles below the posted speed limit. They are making themselves a hazard by "driving" too slowly.
If they want the same rights as a motorized vehicle they will be treated the same as a motorized vehicle. Too many cyclists are discourteous to motor vehicles, believing they only have to obey those laws they want to (such as running traffic lights - love writing those tickets!)
I live in a place just like this, all the roads are narrow, two lane or less, steep and winding and we have slow moving logging trucks. I wait until it's safe and I pass them.
When it's safe I'd pass him. If he was not along the side of the road and wouldn't let me pass, I'd call the police and report him. Bikes are not allowed to block cars.
Assuming the biker is doing as he should and riding along the right shoulder, then I would simply and carefully pass him. If he is in the middle of the road, then I would probably honk at him in the hopes that he would pull over to the side and allow me to pass.
If the biker is maintaining a speed, near the posted speed limit, I wait until the "no passing" area has been cleared. If not, and it's safe to pass, I pass the biker.
Put my flashers on and wait for the no passing zone to end. Hopefully, the biker will allow me to pass him by pulling off and single me to pass.
My husband would just run them over...they are his favorite prey:-)

...through something at them...like something squishyl...like a sandwitch...and watch it explode on the back of their head. Then either run them down (assuming they have fallen off their bike) or wait for tehm to get off the road flip them off as i pass. (this is why my parents wont let me drive)
If they're in the road, they're a driver. No passing.
Well, I would take it that the no passing sign was meant for fellow drivers(unless the biker is riding in the lane like he has a car, LOL)...So I would go around him or her and leave a save distance from them...then just get back in my lane.

You're reading You are driving along a narrow two lane road with a NO PA SSING sign posted, and you come upon a bicycle rider. what do you do?

Out of curiosity, I cycle to workout most days and I don't carry ID (or anything more than an ipod for that matter). What would happen if I ran a light and got caught? (this would most likely happen as a result of a light not changing because the bicycle doesn't have enough metal mass to trigger them)

Thank you!!! For reminding cyclists that they too must obey the rules of the road! I am tired of hearing them complain about cars when they don't respect the same rules!
