No the most eloquent, but the easiest way I've found is to:
- Draw your line as a Vector Shape
- Choose Edit/Transform Path/Warp
Using the warp tool, simply click your line and drag.
It sounds like you are not very familiar with Photoshop.
There is the pencil tool, brush tool and airbrush tool. You can also create lines and modify as vector art if you have a more recent version of PS.
Experiment with the program. Become familiar with it.
A better program is Paint Shop Pro. It's free download. Google psp312-32.zip
