Solid white lines always represent do not cross or stay out of according to the rules of the road. I admit this is off the cuff on this second part. Usully motorcyle specific parking spot is clearly depicted. However, police tend to not push the issue when not next to a handicap slot. If it is a privetly owned area, the police can still give a ticket based on the Road rules. That is why police will give a ticket when you drive accross the white line in a parking lot rather than drive according to the arrows.
