No, not a credit card but the best option would be applying for a secured credit card. Secured credit cards work just like an ordinary card, but secured by a deposit account owned by the cardholder.
It will be very difficult as everybody wants you to have [good] credit but nobody is willing to be the first one to give it to you
You can easily get a card without a FICO score if you're a college student or if you open a secured credit card. A secured credit card will charge an annual fee as well as requiring a cash deposit. Capital One should give you a credit card, but it will charge an annual fee. Credit unions and banks are much more likely to extend you a credit card.
You can't really get a credit score otherwise (there are exceptions).
