I have the same problem with my 1999 1.6L Hyundai Elantra. But my car's idling usually drops when in motion, and this happens intermittently.

It could be the (tps) throtle posisioning sensor, or (iac) idle air control. Does it have a check engine light on? Also when was the last tune up? plugs, wires, fuel filter, (pcv vaulve)positive crankcase ventalation, ect.
