Your question seems to be "how can a new employee be started at a wage higher than someone who has three years experience?" The answer is, "the employer will always pay a competitive starting salary to compete for new hires in the local market place. One the hire is done, he will try to limit his wage expense by paying lower than rate over the next few years. If you don't like it, you can always take your chances of getting a better job someplace else."

Yup, I agree, I always joked with my boss, saying I was going to quit, so I could get rehired with a larger cap on my wages. :)~

It also depends on wether the new employee is working per deim. At my place of employment, they recieve over 1.00 extra for doing so, because they can not recieve benefits.
