First, get a good camera(I personally suggest an SD series by Canon, good for beginners).
Afterwards I'd suggest any John Hedgecoe's photography book(or any method for the matter).
The rest is practice.

Find what you enjoy, take pictures of it...if someone needs photos of it you'll be the one they call. You need to build a portfolio of whatever, cars, flowers, dogs, oceans whatever you specialize in.
You'll probably have to pay the bills by doing weddings and engagement photos.
So, do a few friends first, build the portfolio, do a few weddigs for free or cheap until you get that portfolio and a good reputation.
Once you get a good reputation, its all up from there. Customer service and reliability are very important.
