The first 2 things I would check are the egr valve, and the throttle position sensor. I have owned several cars equipped with the early Ford EFI system, and these seem to be the most common problems. The other problem common around this year is simply making sure all the wires and connections to the sensors are secure and clean. 80's Mustangs (especially v-8 cars) generate a lot of underhood heat that tends to deteriorate wiring. This will change the resistance that the computer reads on the sensors, and alter the air/fuel mixture dramatically.

When was the last tune up? A manual will act that way with bad plugs and wires. Also fuel filter. I know someone that had bad wires on a manual and it did what you r explaining.
