My 5.1 Merc Cruiser inboard motor will not turn over. I have replaced the coil and the starter. It doesn't appear to be getting any fire - what would be my next course of action?

Ignition, Compression & Fuel all need to be correct to make it run. U don't tell Us what year it is or type of "Ignition" it has (Breaker Set, Transistor)??? Either way it must have Power from Ign. Switch, does it??? Does it use a "Ballast Resistor" that could be blown open??? John
